All qualifications listed on the QR are quality-assured and recognised under the Qualifications Framework. Under the Accreditation of Academic and Vocational Qualifications Ordinance, the Hong Kong Council for Accreditation of Academic and Vocational Qualifications is specified as the QR Authority.

Information Briefing Sessions on Provision of Credit Accumulation and Transfer (CAT) Data on Qualifications Register (QR)
On 4 December 2018, HKCAAVQ organised two Information Briefing Sessions on Provision of CAT Data on QR respectively for HKCAAVQ-accredited operators and self-accrediting operators at Central Government Offices with the following purposes: (a) to inform QR operators with the newly launched CAT centralised database and the data requirements for uploading CAT information on the QR; (b) to provide details about the provision of data for the bulk upload of CAT information in form of a Data Patch exercise designed for the existing learning programmes for HKCAAVQ-accredited operators for smooth transition; and (c) to share actual cases of QR upload of CAT information. The briefing sessions were well-attended with over 97% of invited operators participating in them.

Launch of CAT Centralised Database on Qualifications Register
In support of the implementation of the Credit Accumulation and Transfer (CAT) initiative by the Education Bureau (EDB), HKCAAVQ is pleased to announce the successful completion and launch of the CAT centralised database (CAT database) of CAT information and articulation arrangements with a dedicated search function, as an integral part of the publicly searchable Qualifications Register (QR). This CAT database will enhance not only the transparency and dissemination of credit transfer information and articulation arrangements between institutions and programmes but also the availability of CAT arrangements on the quality assured qualifications contained in the QR.
Funded by the Quality Enhancement Support Scheme, this CAT database has been constructed in due consultation with representatives from major stakeholder groups to ensure the applicability, relevancy, and user-friendliness of its search interface and the CAT information being disseminated. CAT database is an important QR initiative as well as a useful web-tool to minimise duplication of learning and facilitating the realisation of the Qualifications Framework’s policy directive in promoting life-long-learning.
Please access via the QR (www.hkqr.gov.hk) for this new CAT search by selecting “Credit Accumulation and Transfer” under “Search” Menu. Its main features include (a) a new CAT search landing page; (b) a new type of CAT (Recognition of Prior Learning Qualifications) (i.e. CAT(R)); (c) the addition of both receiving programmes and sending qualifications as new search criteria; and (d) a newly designed QR Record Details Page for CAT Arrangement.

To prepare for the launch of the Credit Accumulation and Transfer (CAT) centralised database on the Qualifications Register (QR), the QR web site (www.hkqr.gov.hk) will be temporarily suspended from 13 October to 14 October 2018.

Two new qualifications types on the Qualifications Register:Professional Qualifications and Vocational Qualifications Pathway Courses
In support of the initiatives of the Education Bureau in promoting the recognition of the vocational and professional education and training (VPET), the “Professional Qualifications” (PQ) and “Vocational Qualifications Pathway” (VQP) Courses have been introduced as two new types of qualifications on the QR. For details about PQ and VQP, please visit the HKQF website at www.hkqf.gov.hk.
