QR Website Revamp - Online Survey The Qualifications Register (QR) (www.hkqr.gov.hk) website was officially launched in May 2008, and had undergone a major revamp in 2013. To cope with the technology advancement and keep the look-and-feel of the website contemporary, QR website will be undergoing another revamp and turn into a new look in 2024.
A blueprint of the revamp is proposed at QR Revamp Proposal. We would like to invite you to spare a few minutes to share with us your comments on the proposal by completing the survey on or before 17 January 2024 (Wednesday).

QFQR4U – QR Promotion Campaign 2022
In collaboration with the Qualifications Framework Secretariat, HKCAAVQ is to launch the QR Promotion Campaign 2022.
QFQR4U – QR is your partner for planning your future is the theme of our promotion campaign this year, highlighting the key purpose of “QF and QR for you” to help formulating your planning for future studies and careers.
With the different elements encompassed in the campaign, HKCAAVQ aims to enhance stakeholders’ understanding and familiarity with the Qualifications Framework (QF) and Qualifications Register (QR), and to strengthen the connection with and involvement of stakeholders in the promotion of QF and QR.
There are four key events to be organised in the campaign:

Launch of enhanced QR Operator Interface
We are pleased to announce the launch of an enhanced QR Operator Interface.
The compatibility, screen design and layout, user-friendliness and functionality of QR Operator Interface are enhanced in order to provide better user experience, including more convenient access to frequently used functions, newly added functions to manage user accounts directly, and instant assistance from the video guides, guidelines and forms.

Disable support for earlier versions of TLS QR website adopts TLS (Transport Layer Security) protocol to ensure the connection is securely encrypted for confidentiality and data integrity. To maintain a high standard of data security, QR website will disable support to earlier versions of TLS (including TLS 1.0 and 1.1) by end of 2021. Users are advised to use the latest web browser and operating system in browsing QR website to avoid unnecessary interruptions. |

Launch of QR Mobile
We are pleased to announce the official launching of QR Mobile.
QR Mobile is purposefully designed to facilitate browsing and searching QR information with a mobile device. With a simple and easy-to-read layout, the QR Mobile enables the public to search qualification information and credit transfer arrangements of 8,000+ qualifications operated by 200+ operators at the fingertip. All content of the QR Desktop is available in the QR Mobile with customisation to fit for purpose. User can even bookmark their favourite records and share the information through common messenger applications.

Launch of QR Infographics and indication of “Quality Assurance” status of learning programmes under the self-accrediting operators on QR The QR Infographics is launched to provide a real-time and quick overview of the nature of the current qualifications on QR in terms of their Quality Assurance (QA) Status, QF Level, Area of Study and Training, and Types of Credit Accumulation and Transfer.
For learning programmes offered by the self-accrediting operators, their QA status should be indicated as “Self” in the QR internal interface from November 2019 onwards. The information on QA status can be searched through keyword on Qualifications Search; for details of the search, please refer to the Help page section. |

Information Briefing Sessions on Provision of Credit Accumulation and Transfer (CAT) Data on Qualifications Register (QR) On 4 December 2018, HKCAAVQ organised two Information Briefing Sessions on Provision of CAT Data on QR respectively for HKCAAVQ-accredited operators and self-accrediting operators at Central Government Offices with the following purposes: (a) to inform QR operators with the newly launched CAT centralised database and the data requirements for uploading CAT information on the QR; (b) to provide details about the provision of data for the bulk upload of CAT information in form of a Data Patch exercise designed for the existing learning programmes for HKCAAVQ-accredited operators for smooth transition; and (c) to share actual cases of QR upload of CAT information. The briefing sessions were well-attended with over 97% of invited operators participating in them.

Launch of CAT Centralised Database on Qualifications Register In support of the implementation of the Credit Accumulation and Transfer (CAT) initiative by the Education Bureau (EDB), HKCAAVQ is pleased to announce the successful completion and launch of the CAT centralised database (CAT database) of CAT information and articulation arrangements with a dedicated search function, as an integral part of the publicly searchable Qualifications Register (QR). This CAT database will enhance not only the transparency and dissemination of credit transfer information and articulation arrangements between institutions and programmes but also the availability of CAT arrangements on the quality assured qualifications contained in the QR.
Funded by the Quality Enhancement Support Scheme, this CAT database has been constructed in due consultation with representatives from major stakeholder groups to ensure the applicability, relevancy, and user-friendliness of its search interface and the CAT information being disseminated. CAT database is an important QR initiative as well as a useful web-tool to minimise duplication of learning and facilitating the realisation of the Qualifications Framework’s policy directive in promoting life-long-learning.
Please access via the QR (www.hkqr.gov.hk) for this new CAT search by selecting “Credit Accumulation and Transfer” under “Search” Menu. Its main features include (a) a new CAT search landing page; (b) a new type of CAT (Recognition of Prior Learning Qualifications) (i.e. CAT(R)); (c) the addition of both receiving programmes and sending qualifications as new search criteria; and (d) a newly designed QR Record Details Page for CAT Arrangement. |

A two-phase approach is adopted to adding hyperlinks to HKCAAVQ’s published accreditation reports to the QR Record Details page.
For Phase 1, a new “Accreditation Reports” page is added to the “Statistics and Reports” sub-menu item under “About Us” on the QR website. The new “Accreditation Reports” page provides a brief description of the summary accreditation reports published by HKCAAVQ and a hyperlink to the relevant webpage. Please click here to access the webpage.
For Phase 2, a hyperlink to HKCAAVQ’s published accreditation reports will be added to each individual QR Record Details page of qualifications accredited by HKCAAVQ (including those offered by PAA operators). This Phase is targeted for completion in October 2018. |

HKCAAVQ organised the Operators Briefing cum Specialists Appointment Ceremony with the purposes of briefing operators the development in HKCAAVQ’s accreditation work and new initiatives of the Qualifications Register. The event was also used as an opportunity to hold the annual Specialists Appointment Ceremony. The Briefing cum Ceremony was held at Holiday Inn Golden Mile Hong Kong, Tsim Sha Tsui, Kowloon, on 19 May 2017. The event was well-attended, and it had successfully provided a platform for useful exchange and networking between Operators, Specialists and HKCAAVQ; updated participants about our new developments and initiatives; and presented a vote of thanks and Certificate of Appointment to HKCAAVQ Specialists in front of around 300 participants.

Adjustments to the registration and hosting fees for the Qualifications Register In accordance with Section 7(9)(a) and (b) of the HKCAAVQ Ordinance (Cap. 592), the Secretary for Education has approved a fee adjustment for the QR registration and hosting fees of $360 per entry and $450 per annum respectively, with effect from 1 July 2016. The revised fee schedule is available under the Qualifications Register webpage. |
